José Merino is a data and political scientist and the current head of Mexico City’s new Digital Agency for Public Innovation. Merino did doctoral studies in Political Science at New York University where he focused on political economy and quantitative methodology. Since 2006, he’s taught Political Science at the Autonomous Technological Institute of Mexico (ITAM), and Data Journalism at the Graduate Journalism Program at the Center for Research and Teaching in Economics (CIDE). In 2013, Merino founded the data consultancy Data4, a company unique in Mexico for data collection, analysis, management, and visualization. In 2015 he received a Recognition Award from the Mexican National Institute for Statistics and Geography (INEGI) for his use of census data. In 2015, he co-founded Data Cívica, a non-profit which "uses data in defense of human rights." His current agency is the Mexico City authority on open government, digital government, technological procurement, technological inter-operability, data policy, and city-wide connectivity.
